Such being the case I think some consideration should be given to it and the possibility of devising a method which would retain the existing system in a modified form. It appears to me that the project of Rider mains devised by Mr Chadwick which is favourably entertained by the Chinese Petitioners and which ensures an intermittent supply inside the houses for a few hours per day by a method that lessens the dangers of the usual intermittent system, meets the requirements of the case; it reduces the inconvenience referred to very considerably and it has the advantage of placing the control of the supply in the hands of the authorities.

With the Rider mains system introduced and supplemented by a sufficient number of Public Hydrants in the streets where water can be obtained at all hours of the day and night, then, the option of having a meter in the house with a constant system or meter with an intermittent system can be seriously pressed without any disadvantage to the Public Health.
